Only an institution on the DLI list allows you to obtain a study permit. Not every program at a DLI gives entitlement to the post-graduation work permit.

Choosing your institution, not just your city
A study permit is applied for in respect of one specific designated learning institution. The choice of institution decides the cost, eligibility for the post-graduation work permit and often the rest of the journey.
Most international students know the major Canadian cities such as Montreal, Toronto or Vancouver and dream of studying there.
Some, however, are drawn to the idea of attending a college or university in a mid-sized city such as Gatineau in Quebec, or Moncton in New Brunswick.
Others again choose to study in a smaller Canadian town such as Wolfville, Nova Scotia, or Saskatoon, Saskatchewan.

Three checks that avoid a refusal
The officer looks at whether the chosen program makes sense in light of your studies and your experience. An unexplained break is one of the most common grounds for refusal.
First-year tuition fees, living costs and travel, documented and traceable. That is where a large share of decisions is settled.
